Webstarts also needs phone verification to create new accounts. Weebly also implemented this lately.

I have been creating Account in weebly and webstarts without any issue..

Nothing serious.. just fill any number and go ahead... as there is no verification confirmation

Yeah - but soon it will be patched and work like a normal phone verification
