Website's posts are Delayed on Other Devices

My authority website/blog's homepage updates immediately after I create a new post. However, if I try to view the website on my cell phone or another laptop, the newest posts are always delayed. The delay has been up to 4 days. I cleared the cache history on my cell phone as well as the computers that I used. I'm not sure why I only see the recent posts on the computer that I upload content to my Wordpress from. My website is 6 weeks old with 35+ posts.

Why is this happening? Any ideas?
