This is not entirely correct. This penalty is primarily intended to target affiliate sites which provide visitors with little value and just look to make money off whatever affiliate product/service they are promoting. Think of Amazon review sites. Furthermore, this penalty does not result in your site being deindexed.

When Google detects a PBN, on the other hand, it does not give out a penalty in Search Console. Instead, all of the domains which it detects to be a part of the PBN get deindexed.

Soon after G penalized this website, they quickly penalized 3 more sites that were on the same AdSense account .. I'm not sure how I drew attention to google. I doubt even on one vendor from a fiver, from whom I bought a link on his PBN. He had more than 800 PBN sites (who had such number of sites) and even sell links from deindexed sites. On my question what is purpose of that sites, he answer me that some people want links from that sites. As I undestand, those websites can be used only for negative SEO?

While buying posts from a PBN which uses deindexed sites is incredibly bad, the specific penalty your site got hit with has nothing to do with your backlinks.

I just thought that somehow I draw attention on my site with buying link from that guy. Is it possible that my site was reported from competition? Absolutely the same site like mine, with poor quality of texts , nothing special in backlinks and still has a good visit, how is this possible?

It's really really hard to recover from a manual penalty.. I suggest you learn from your mistakes and start over with a new and fresh domain
