Its been 5 weeks since I've started building links. This site was started in December 2013 but i left it alone after it got hacked and I didn't feel like remaking it. It got deindexed. This was around March. Then I restarted this site with new content in early July. I feel like it should be higher, as most of the sites ahead of me arent even optimized for this keyword. Almost none of them have it in their title. I have pointed 5-6 PBN links, some web 2s and some more links for diversity. Do I just need to wait more? Or is my SEO not strong enough?
 
Did you clean up the malware completely after it was hacked?

Also, for easy kw's sometimes the best SEO is simply no SEO. A while ago I had a H2 tag with a phrase I was targetting and removing it and leaving just the title got me to #1 after I spent months in position 9 or 10.

First you might need few more links
second, have you checked Google's index? Like are they crawling your site regularly? All the pages are indexed?

It'a so difficult to rank well these days in google for those who aren't patient. But for those who are, it's just as easy as it was months or years ago. Even if the top sites ranking for your keyword aren't properly optimized for it, you'll still experience a slow transition to the top because those poorly optimized sites have strong domain authority.

What you need is patience, more links, and/or a novel blackhat technique no one else is using.
