WebSite Structure Siloing - Theming

Hi, I have a simple :) question about siloing
I am administering my local business website, which provide only one specific service. After reading a lot about siloing (or else theming) of a website, I am struggling to implement it to my webstie.
My main concern is to get higher rankings for long tail keywords e.g. "car rental London", "car hire London", "rent a car London".
Does anybody know if I Should create 3 pages each focusing on one of these spesific keywords and then build my structure underneth them.
"car rental London> car rental London airport"
"car hire London> car hire London airport" etc

or just 1 optimized page for 3 keywords. eg
"car hire London, car rental London, rent a car London > car hire London airport"

Since, these keywords are synonyms, will google consider that I'll have a keyword Canibalism (theme diluting) if I choose, 3 seperate pages?

I always decide if i will create a new page for a related keyword based on the number of #searches.

If the number of searches is low i will just use one page for all keywords,if is high i will create another pages.

Silo is more about internal link structure,just link your internal pages with related ones..
 
The thing is that the above keywords more or less has the same search volume. Otherwise I definetely use your approach.
