Is the content and URL structure intended to remain the same?

If you take it from a CMS to an HTML/CSS design, I'd take note of the URL structure, tags, alt tags, title, description, etc. Moving to a different platform, you MAY experience a small dance, but it shouldn't be nothing more than that.
