website not open - is this host or cloudfare issue ?

u mean cloudfare misconfiguration ?? i just played with cong today.. how can i reset it to basic ones until the host respond to me

There is no option to do such reset i guess. Even if you remove & add website again cf will use last configuration. Restore settings manually. Try to add another domain to check default settings.
Are u sure that there is no high load(performance) issues due to slow sql queries/poorly optimized scripts?
yes the ram and space and others are empty ...in my c panel -- even my c panel wont open... or soemtimes open so slowly .
