You dont need website or social followers, you just need to write proper plan on how you going to actually earn money and its very important to upload proofs of earlier payments and earnings on another network or generally on online jobs so they can clarify that you are not completely noob in internet marketing. Website is not necessary, if you don't own website, you could describe how you are going to promote ads, such as using social media, buy some paid traffic and etc.
