For that i think you need a decicated server to handle the requests. then look for someone to provide you with a torrent directory ( hard to get) or you can get torrent files manually and up load to your site ( which may take ages) im curous what other members have to say about this

You could create a script to scrape torrent magnet links from a torrent search engine ex. https://torrentz2.eu - That way you could build-up your own directory
