Website language and theme

One of my internet friend is want to open a website.
He needs a social networking site, a basic social networking site.
He asked what would be better theme to devlop the site.
He also asked me, what would be better Joomla,.net,php etc.
Actually I have no proper idea in this topic.
Can anyone help me to get a better solution?
