It took around 2 weeks for my sites to get indexed. If you added your site more than 2 weeks ago then hopefully it is not having a penalty.
I noticed for two of my sites which are affected in Google, they also don't index in Bing.
I just imported them from Google analytics with their import wizard.

I have the same issue. I can index any url of my website on Google within couple of minutes but Bing never indexes me, no matter what I do. I'm sure my content is not the problem as any other search engine (Google & Yandex) have no issues with it.

Based on the previous replies so far, on my opinion first you must submit your website to Bing Webmaster tool and check if there any crawl errors in it and also do check robots.txt and ensure that your website it mobile- friendly.

At first use bing webmaster , then add Sitemap.xml after that submit Indexnow. It will be work.
