Website got deindexed by google for second time - what are possible options

Hello friends,
one of my client's wordpress image website got deindexed by google for second time
reason same for both the cases

manual action on google webmasters for cloaking and sneaky redirect

first time it was for using juicy ads mobile code

this time its suspected due to popup code..

website was having 25k uv daily

so what are the possible options

1) wait for google response
2) transfer all old contents to new domain
3)get a new domain and start from scratch
4) or forget the website and start something else altogether
