Website design/layout for those with no design skills?

Basically, I have a good technical knowhow but suck at design. I have a fairly good ability to do underlying programming and code (PHP mostly) for custom scripts but I completely suck at actually designing appealing layouts for the websites. It's just something I've never had an eye for. I am not at all artistic and never have been, and I don't think it's something I can learn.

What is the best way to design websites for products for someone that completely sucks at designing the layout itself? Preferably without spending any money on hiring someone to do it. Is it possible to do with something like wordpress? Or do you have to pay for decent themes?

(also, considering this is "black hat world", is ripping off other website's designs a valid method?)

linda(dot)com is a good source for training and creating, increasing your skills some long training buy just thing of how well your skills will be an how you can make money of that.
