If a website already has been good content but is not ranking what should be checked first in on page SEO?

First check if the page is actually targeting the right keyword in title, H1 and URL. Also check indexing before changing the content.

that right and to check the meta tittle and description that alone will help it to rank on the right keyword

Check your choice of keywords. Are the words sacrosanct with your intent? If not, ensure the keywords you using in your header and description capture your intention.

First check search intent, keyword targeting, titles, headings, internal links, and indexing. Then review competitors to see what your page may be missing, even if the content itself looks good.

Absolutely. I would debug the page first before making any changes to the copy, particularly with regards to intent, indexation, internal links, and whether or not Google can crawl the page effectively. Only after that will I check for content gaps and competitor strength.

It would not suffice to just ensure that the content is of high quality for the ranking process. there are four components that need to be verified before I even start working with the article.

I will check out the search intent, followed by the internal linkings and indexing once that is done i will consider the topic relevance and compare the page authority to the sites ranking already.

Check if other pages on your site are targeting the same topic. If two pages are very similar, they can end up competing for the same searches.
