webpage creator any suggestions?

I really appreciate all the wonderful guys here and all the info you give us newbies. I was wondering if anyone can advise me on webpage creators. I am basically trying to create 100's of pages with city names, with similar content but with the title tag and keywords to be same as the document, for example. mydomain.com/new_york.html, my domain.com/new_jersey.html etc. but the new york page will have title New york and the new jersy page title will be new jersey.
