Hello, friends,
I am in a serious dilemma of sitemap updating in webmaster.
Do I need to add a new sitemap in Google webmaster when the content of the website is changed

If the URL remains same, then no. Google will update the content when it crawls again.
If the URLs changed, then upload new sitemap.

You have to submit the sitemap one time, Google will automatically update it once the contents you published are indexed.
Still, if you need the content to be indexed faster you can update the sitemap or fetch as google in webmaster tool.

Yes It is very necessary to submit your page in google search console as well as Google webmaster.
