Webmaster Tool shows more indexed than actual is

When I check to my webmaster tool it shows 39, but when I search with site:mysite.com i get result for 11.

Can someone tell me what is wrong or is there a way i can fix it?

nothing's wrong, just trust your GSC in this case as site: doesn't show everything

Your location matters too. Some keywords index for different places.

If you check Ahrefs, you’ll notice that you rank for certain countries.
