I am looking for a web designing company that offers web design for fixed rate. Something like 99designs . But they have to accept bitcoin as payment.

Anyone you know that can do it ?

Go for 33brushes. They provide good service but their service is very costly.
 
I will recommend you to hire designer and buy a unique theme. Don't buy non-unique themes.
 
I know you're trying to standardize your budget but it looks to be a little flexible... I think? Also it's not easy to find someone accepting BTC
 
You're not going to get a custom website on a budget. What you can get is someone to install a theme and put your content in. Better off jsut doing it yourself unless you are willing to spend 1k or more depending on what you want.

Try at SEOClerks or Guru. There you will get many designer for designing your webdesign at fixed price.
