web2.0 for tier1, is this good technique?

Hello all!
I have some questions regarding my seo technique i'm working at.
Basically i have about 100 keywords i want to rank my site for(maybe much i know) but those are all long keywords with not so much competition and with different variations of keywords...for example if my niche was buy furniture online, other keywords would be how to buy furniture online, where to buy furniture online, websites for furniture buying..or something like that...
I'm using web2.0 as tier1 and some pdf submissions with unique articles on web2.0 and pdf submission websites, and i'm buliding links to that tier1 url's and that is how i work so far..so my questions for this is: Is this good method or maybe i should add more tier 1 for each of my keyword, or maybe i'm doing something which is not good here, what do you suggest using as tier1, or should i link more to my money site(because now 80% of backlinks i build goes to tier1 and about 20% goes directly to my website)?

Start off with a couple of keywords then rank more as thinking about ranking for 100 keywords at a time could pretty much let you down.

yes, web 2.0 in tire one is must. but make sure those are high quality web 2.0 with real unique article in each web2.0. and must be submitted to only those 20 sites
