Web Skin aka Website Takeover Tutorial? I'm lost.

I desperately need to know how to design a basic, hyper-linked web skin or "website takeover" for my website , but I can not find any tutorials online about how to do so. I've attached an example as to what I'm looking for because I'll be needing to do one once or twice a week. Thanks for any help you may have to offer in advance.
