Hi, kindly new here thou.. dont know how relaible it is here... i love the forum its really nice.. okay enough with the intro..
well i'm a pre developer and i love buliding my own website.. and i really need a strong hosting service or more of a private dedicated server.. to run my php website on..

If you want to test run, I wont recommend renting out the hosting or dedicated server.
Just dry run on your pc.
But if you want to go in production then it is recommended to buy a dedicated server but then you have to choose either you want to host it onshore of offshore based upon your data/work type
 
If I were you, I'd rather choose GThost.com dedicated server hosting solutions. They offer 17 server locations to choose from.

If you are getting started than chose something small. I don't think that dedicated server is a good thing unless you can administrate that and you need low end unmanaged server. Taking into account you starting position shared hosting account looks like the best option to get started with.

Why you think you need a dedicated server for a php site?
 
Just get a cheap VPS with shared core. Start breaking and fixing stuff plus develop ;) I am doing the same and I feel great about doing my own test lab :)
 
You'll get what you pay for. Just choose a time-tested and reputed web hosting brand with 24/7 helpful tech support.

If your PHP website is bigger and consumes a lot of resources, I highly recommend Dedicated Servers.

You ask for "strong dedicated server" and private dedicated server do you mean offshore dedicated servers?
