Web Hosting that doesn't require to add a CC to Paypal?

That's usually a paypal deal that they make you add a card or bank account to verify the account.

As far as I know that is not a setting that we have the option to put into the system when you are paying by paypal.

For us we make you have to have a shipping address in paypal that we then match with the address that you put when you are signing up.

as long as your site is legal then we would love to host your site for you.
 
you could either use the host or check out name cheap or even use godaddy for your domain name
 
I have my card expired and I can't send payment to other PayPal accounts but i can still pay to invoices I receive from hosting companies and I can easily pay to domain registrars. But not having a card in your PayPal may make some issues, I'm not sure. As far as I remember, hosting24.com allows payment with both verified and unverified PayPal accounts. Just check their hosting page and see the payment options.

As long as your account is verified. You shouldn't have problems with any hosting company or you are running a legal business. But if its a brand new PayPal account then I doubt any hosting company would want to take the money.
 
You can contact the hosting provider directly to ask if unverified PP account is OK. I think it's not a problem for most of them if you pass their fraud check.
 
Namecheap - but I wouldn't recommend it if you plan high traffic pages...
