Start with free tutorials and courses.

Then make a goal of developing some useful small app and try to develop it this will improve your skills

I used Youtube a lot to learn programming. Thats where I started. Then got some Udemy classes. I would also get CodeCanyon projects when I wasn't sure how to code, and would read the codes to have a better understanding on how it works.

Usually, a programmer knows how to search for information. Maybe programming is not your thing (It's just an opinion, I don't know you), after all, programming is not for everybody. I fired a few juniors that asked for every single thing, they were unable (or too lazy) to find information from the net, and I am talking about people that had formal education (degree), I don't know the cause, they got a chance and they screw it.
The programming market, if you don't want or can a formal education, is aggressive and has no pity on greenhorns.

I think it's all about the mentality, some people are just not used to do things themselves so they always have to rely on others.

And there is nothing wrong with it unless they pick to be a programmer.
It's like to be a medic and to be afraid of blood or a veterinary and hate puppies and kitties.
