Below are some details of quick analysis:

Problems Ordered in Priority

Unclear Requirements
Deadline Miss

Delay form client side

Clients deny Rules

What are the Solutions you Suggest to these problems. Detailed solution or ideas would help.

Create a niche website that clearly describes their industry, get it to rank well. You own the domain and hosting account. If they don't like it, call their closest competitors listed on page 9 in the serps.

No, Those are not our task. If client provides scope of development, we develop. We provide those services, yet we can't do it all as a package to client if client does not want it. Mostly we concentrate of Development Projects.

Get a contract and do project in stages. Get deposit...do stage one...get more money...do stage two...get more money, etc. Be very specific about what will be done. About the best you can hope for. There are good clients and one's that are pain in the butt.

Contracts are not really useful cross border too. And sign do you get sign and scan and send or just text name as sign?

Signed and scan but still useless across borders. You can't be sure who actually signed it and handling law suite across countries is very costly process.

Yes, Then what's the use? And client's won't like having to do that another big work. Print, Sign, Scan, Email

I have 3 tips for you.

1- Only do business with established members of the community where you are selling your services. Specially with high priced items.

2- Take any of the problems you are facing as part of the business. You can never satisfy all the people all the time.

3- Take down payment of like 20-30% in advance when you have more existence in the community than your client. You have the reason to ask for it since the client is a newbie but he has no reason for that since you are trustful so if he doesn't agree, Just pass and never get tempted to obey him...

Bonus tip: Don't deal with noobs. I mean those who don't know what they are talking about. Because they will surprise you with their dumb feedback about your work. Even if you are a pro and do your best in the job you can still get a comment like "This is the worst service I have ever used." So just be picky ;)
