Web dev required for website look alike.

I am in need of a web developer based in the UK or USA who can help me replicate a website's functions of https://gb.readly.com/ I'm struggling to find a theme that can come close or plugins.


I have a pretty strong budget and clients already signed up waiting for us to go live but I'm having difficulties building a suitable backend system.


The idea is a customer will go to my website, login then can browse a range of magazines at there leisure.
