Web design agency marketing !

I'm starting a web design agency and can't figure out which traffic source works better to get leads, Does anybody knows what works better ?

Btw i'm thinking to start with Linkedin and Google Adwords, what do you think ?

start wth your local area, find small businesses near then expand to other cities in your country

It is a very difficult market to advertise as it is packed with agencies all over.
