Web 3.0 refers to the a new-ish kind of web, an interactive one, where people can exchange ideas. You are the user but can also be the content creator. If in the past, during web 2.0 period, one site could only offer information, without the possibility to leave a comment or interact in any way with its creator, in web 3.0 all this is possible and even more.
