Web 2.0 are decent. They help in increasing the page authority of your pages. However, they may or may not help directly in the ranking.

Yeah, still Web 2.0 is good practice for getting backlinks. But you should build a good backlink, rather than spamming. Always quality matters to google more than quantity.

Then simply create an account, post your article(Spun or unique it's your choice) Remove the other useless things from the template, put your keyword with a link there, and publish.
