Yes for sure. There was a huge thread of web 2.0s do-follow links here. You'll have to search the forums. I always use unique hand-written content.

Just build your own PBN and stay away from web 2.0 properties. They are not safe.

Not only do they work but their an important part of SEO linkbuilding. If your content is engaging
then you can also gain some true organic traffic from them.

To make 2nd Tier (or even third) is just a myth created by service providers.
Focus on very high quality Tier 1 web 2.0 and do many of them. That's the path to the top of the rankings for any low- or middle- competitive keyword!

Spam + Tiered link building seems to work fine at the moment. I have been running 3 test for the last 2 months. The sites Im trying to rank for are throw-away sites and the backlinks have auto-generated spun spam content. It works at the moment. Diversification and velocity.

EDIT: That being said, I would not encourage anyone to do this on a valuable site for obvious reasons.
