Web 2.0 are websites hosted on third party platform like wordpress, blogspot, tumblr, etc. By creating web 2.0 with content, you can create backlink to your money site. Web 2.0 may not affect your ranking directly but it will increase diversification to your backlink profile.

They're used as a form of link-building. Some web 2.0's are quite useful in SEO strategies and are often times integrated as a part of a "tiered link-building" effort. Alternatively, some will build them purely with diversification intent.
