What do you guys feel would be best to invest time in making for my new project I'm launching.

Is there more risk in Tumblr style backlinks compared to buying expired domains and making a wordpress PBN?

Pbns are way more powerful then Web 2.0. But web2.0 can be done for $0 and pbns cost like 30-60$ each if you make your own.
Just do both

I have the domains to start my PBN, I just lack the experience involved in the basics so I'm looking into it. But I've read Web 2.0 are pretty idiot proof and might be a good start.

Start with Web 2.0s. Then do pbns. But read a lot about pbns. One small fuck up and you could end up getting caught and penalized. But it's not too hard. This guide helped me alot

As i already explained to you both are different. And you might need to do both for your site. In terms of risk, definitely PBN is way too risky than Web 2.0. And costly also. So choice is yours. I told you about PBN guide and @makistoj gave the link in above comment. Please read it hope it works for you.

You can order a lot of Web 2.0's for the price of PBNs, but I think it is best to use both. try to start ranking lower competition keywords (Long tails) with Web 2.0's and you should start ranking on Page 1 in about 0.5 - 1 month. Then make more Web 2.0's on other keywords and hit the domain with PBNs if you don't rank. Good Luck

So let me ask you about the low competition key words. If I have a specific niche wouldn't low competition keywords mean less searches?

Not always. Some kws will have low search but be very hard to rank. And some will have more and be less competitive. But Usualy the less amount of searches also has less Comp

But if you have less amount of searches it means less visitors correct? Which in turn means less revenue, or am I incorrect/looking at it wrong.
 
Its a better/best situation.

Both work to varying degrees.

Best to use combo of both, why not right?

Less searches Usualy means less clicks. But some niches are more profitable then others
