Web 2.0 - Tier 1 , Tier 2 Relevant Backlinks Questions

I have heard that making a web 2.0 has to be naturally indexed to google so that google can not trace together with the importance of relevant backlinks. I want to confirm if everything i learn is correct:

1, After i placed an original article into web 2.0 as tier 1 & then add a High Authority link (like wiki) into it, is it i have to wait for it to indexed to google search engine and then i start add another content to these web 2.0 & the links (Anchor - Keywords) to money site so as to make super web 2.0?

2, Before adding strong links ( Anchor - Keywords), should i have social signal, link diversify through profile link to last for around a week?

3, To make Tier 1 Strong, we should add lots of the backlinks (tier 2) point towards the Tier 1 (web 2.0), should all these links (Tier 2) be niche relevant backlinks? I hear ppl using GSA or spam links to be the Tier 2, I just wonder If it is not relevant backlinks (tier 2), how to rank Tier 1 and make the Web 2.0 strong?

4, Any GOOD web 2.0 suggestion? (usually i hear of blogspot.com, wordpress.com, tumblr, wix, weebly), but if we need 50 or 100 web 2.0, what would you guy use? Will you use different 2.0 platform or use the same web 2.0 platform?

5, I want to register more blogger.com but it required gmail account, and gmail usually register needs phone verification, on smspvc.com, each sms for $0.01, some selling the PVC gmail account for $25 = 100 gmail account, what would you suggest to buy? Some said smspvc was poor service, some said other pvc gmail provider was scam. I dont know what to choose.

So you want to be spoon feed.

It seems to me that you are blocking yourself from doing and you want someone else to tell you what to do when all the info you need is available. There are plenty of guides on the forum that have the answers to your questions.
If there will be questions that you will not find an answer, most likely you are overthinking and that question is not useful. ;)
