Is it safe to get web 2.0 services? Does google penalize you for it? I have a new website and I don't want to get on the bad side of google.

Web 2.0 its definitely safe to start with it. Beware of the anchor text that you want to use
 
Web 2.0, Articles Websites, Socials, Bookmarking, Forums or Profile Links are the safest type of links for direct linking to your website (Tier1).
 
Web 2.0 is generally a safe link type - they tend to be lower volume, you can control the quality and also you have control of the backlink - if it were necessary you could remove your link from the web 2.

Yes you can use Web 2.0 on a new site, be careful of what type of anchors you use and don’t make a one page Web 2.0 rather make 2 - 3 page Web 2.0 all 1000+ word articles, images and videos, interlink them and then point it at your site. You can blast them with gsa for extra boost
 
It is advisable to use web 2.0. to dilute the link profile of your website, so be careful not to spam with anchors.

Tier 1 meaning my main website right?
 
I try to make sure all my Web 2.0 links are unique, readable content. I let my links age for a few months before sending tier 2 links to boost them up. Good luck!
 
Try creating a few by yourself than buying web2.0s, add decent content for the best output.

I wonder what's safe now and what's not with the recent update. Google zigzaged SEOs' minds.

Web 2.0s are safe to use for any website, but make sure to choose the anchors wisely. I prefer to choose the branded and naked URLs from the web 2.0s. Web 2.0s will create a Brand of your website and increases the social also of your website, which is good for any website. If you use the keywords based anchors from the web 2.0s, then might be you will be on the bad side of Google, but that too after many web 2.0s
 
Web2.0 is good to eat
 
U can use web 2.0 for diversivication links, but dont over optimize for new site. google love natural
 
The web2.0 blogs are great place to start. However, keep backlinks mixed. Add some social signals, maybe some PBN link too. Don't rush it tho.
