Web 2.0 is very popular to create backlinks. There are 3 tires of web 2.0. For web 2.0, yo have to create good nab attractive content to post the blog. After that you need to find the web 2.0 Sites. Here I mention some sites for web 2.0.
1. Wix
2. Wordpress
3. Linkedin
4. Weebly
5. Medium
6. Ghost
7. Blogger
8. Tumblr
9. Joomba
10. Jimdo
After Submitting blogs with the backlinks, you have to do social bookmarking of that blog links, which is made by posting the blogs. After that you need to do Web 2.0 Tier 2. In the Tier 2, you need to create backlink of the same link, which is made by the previous blog posting. And again you need to do social bookmarking of that blog link. In Tier 3 there is same process as in Tier 2.

Web 2.0 is good technique, if you create web 2.0 backlinks in correct way your sites gets ranked in Serp.

Create 50-100 web 2.0 blogs as Tier-1 PBN. Create 500-1000 links to each web 2.0 to improve their authority. The link juice flows to your money site. You should be careful as the spam score also passes to your money site. You can use them as Tier-2 if you don't want to take much risk.

Here is my input.
if you are just starting then go with only High DA Sites, and find some more low da site which is not spammed yet and giving fast indexation .
If you are building for your own, then try to build with unique content, or put some time and spin content, do proper formating of text, add image and video, In short, make your web2 like real blog,
go with more then 1 post blog, like publish on them regularly and make them 5-10 page blog.
Then build tier links, or buy cheap links from marketplace to boost those web2.
Your link structure should look like this :: Money Site < Web2 Property < Tier Links

There is no better way to get a penalty. Bad part is that he will get it when he get ranked in the top 5 spots. Web 2.0 should be only used for diversification and nothing more. I would only suggest him to go with like 5 good looking expired web2.0 subdomains with great metrics around his niche.

One of my sites has 62 web 2.0s (since 2 years) and is still ranking. However, I do agree that amateurs should stay away as blackhat stuff is like a knife which is not safe for kids.
