Use aged ones with decent backlinks. Should help if it's niche relevant.

PBN are effective only if maintain and you have invest in it. First start with web2.0 having decent backlinks and then go for pbn

For PBN, you have to keep it safe like real site to get more benefit for long time. As of web 2.0, if you have good content and not spamming it, it gives some benefit to site. It helps to rank your keyword, diversifies link profile and you should post some quality articles to it.

Create high quality web 2.0's and make the homepage a single piece of optimized content that you naturally place your links in. Then power them up with a LOT of tier 2/3 links, but keep the power on the sub.domain.com and not internal sup pages.
