If I am using RankerX to build Premium sites for my Tier 1 and using "All sites" setting for the backlinks to the Tier 1, do I need to do anything to the Tier 2 (All Sites) settings. Does the 2nd tier in RX get backlinks built to it too. (people talk about Tiers 1,2,3 all the time)
(would Tier 3 be a GSA blast, and what good is an SER blast if none of the links get indexed, or do they get indexed)

What am I going to need to actually send some authority to my Money Site.

Do I need to pay for guest posts?
(I have already done this and those posts just went to Web 2.0s, I could have done that myself)
If I do need to pay, what sort of guests posts do I want?

I have visited some of the Web 2.0s that RX created for me. They look good but the links are not perfect like in a hand made blog. Do the links need to be perfect at Tier 1?
Or do the links just need to be perfect in the "guest posts" or whatever I am going to need to buy to gain some traction.

An example of an imperfect links would be RX inserting a KW with a link into a sentence where it does not belong. So you have a sentence that reads "off", from what it should read. Is that OK because the link is for a search engine and not a human.
 
It all comes down to "risk tolerance".
Will it impact your ranking to have a randomly inserted link, not really.
Will you lose some web2s from admin reviews? Yup.
Would those web2s ever pass a manual review? Nope(we'll come back to that).
Do these web2s present an open invitation for an unscrupulous competitor to report them? Yup.
So,ask yourself, where are you comfortable with your risk tolerance sitting? Are you prepared to reload lost web2s from admin removal, and the lost link juice from those web2s? Are you prepared for an unscrupulous competitor to report those links, and losing the link juice from them? Don't actually worry about a manual review unless you're spamming the shit out of your sites and/or in a highly SEO competitive niche, because you'll never get one.
So, only you can decide your risk tolerance.

Me personally, I have 2 types of web2s pointed at my site: syndication sites(we won't get into that, and web2s that are built to look like authority niches and I baby the hell out of them.
I point sites like you're describing to those web2s and other links I make.

As to the other stuff you asked, you can make tier 1,2,3,4,8,57 all you want. I don't do beyond a 3rd tier, and rarely go that far anymore, stopping at tier 2. Instead I post multiple articles to a web2 and build it's topical relevancy up before linking to my page. Really this could be a long dissertation in and of itself as to the way I do it.
 
My site is in a niche with huge players. Government entities and non profit hospitals. But none of them do any SEO. The other people, who might report me are all selling a service. All I want to do is rank so I can collect CPA dollars from those sellers I just mentioned, but I would not be directly taking customers from them. I do not offer the same service.

I think I am OK where I am at.
but I will keep making any improvements that RankerX will allow. I just am not happy with the control I exert over the KWs

If you do decide to elaborate on your link building I would read it. Dissertation length or not, I could learn a lot. I bet other members would too.
