I'm contemplating creating my own web 2.0 network and had to ask. Is a web 2.0 relevant and applicable to seo in 2021?

Depends on niche and quality I would say.
I have more success with parasites than classic 2.0s

Of course it is. You can make them with black hat tools and as well as manually that can help your work. Have a proper backlink strategy to get the most out of them. :)
 
I still see a lot of web 2.0 that rank high.
 
Yes, but its just for some diversification only.
I have more success with Social Media shares these days.
