There was a time a few years ago when weebly introduced noindex for their free blogs. However that is no longer in use.

About indexing the other web2.0's I prefer to see them getting indexed naturally. If the pages built have value, google will index them.
Otherwise if they don't get indexed you can try and push them a little bit (second tier, social signals or indexing services).

well if you are using fresh webs and normal tiered building then you will need shtiload of them. any healthy platform you can find. not just the top ones
