There was a time a few years ago when weebly introduced noindex for their free blogs. However that is no longer in use.

About indexing the other web2.0's I prefer to see them getting indexed naturally. If the pages built have value, google will index them.
Otherwise if they don't get indexed you can try and push them a little bit (second tier, social signals or indexing services).
