Forum backlinks are really hard to do right. But yes, they still work, in the sense that a handful of forum posts on high authority blogs where the member posting is active and the subject is niche related, can really boost a keyword. Web2.0s can work if you really spend time to build real looking websites on the web2.0 and link from there.

If you integrate forum and Web 2.0 links in your global link building strategy, then yes they do work. If you're trying to rank for low competition keywords, you may even succeed with only these types of links.
That being said, indexing web 2.0 is not the easiest task. So you need to consider that before heading that way.
