Way to verify users account

I would like to verify users account on my website because it's website where real account could be very important to customers.
It's hard to verify it only by email or SMS because it doesn't prove much. Verification is not required. I was thinking about asking from them photo of their ID card through email? I think that would be the best and most legitimate way, but not sure if legal?

What's your thoughts on verification?

How about chat online with webcam ?
or send they post card with verification code...

Verification is time consuming in my opinion. But if real accounts are vital, then set it up!

If verification is that vital then yeah you have to go with ID card. I've seen forums that do it so I dont think it is illegal.

just use SMS for verification...

but in my experience create system with high detector.. maybe detect their adobe flash version, user agent, user IP, mac address ?

made a 1 verification for 1 phone number

Why not integrate your system with a company like MaxMind that specializes in this type of stuff?

I agree with you. You can ask for ID or driving license. It would help you to keep you site safe from spam users.
