Way to Create Gmail without Phone Verification 2017?

Hello everyone!
Back in 2016 I/we were able to make gmail accounts without phone verification, just by putting an recovery email and set your birthday to a specific date. This method doesn't seem to be working anymore somehow?

I also tried to download an android emulator and make a gmail through their registration, it seems to complete the registration but after I try to login with it in any browser- It comes up with "We have registered unusual activity" is there a fix for this?

If anyone know a walkthrough or tip to create a gmail account without phone verification, please comment below.. Any help is appreciated!

I read about set your age under 14 years old and you dont need a phone, maybe patched?

Yes, I guess its because of age.
I fill all details on gmail form and click submit without entering email and phone number. I did that for 15 times and 5 times it was not asking verification code and created the account. 10 times it was asking for phone verification.
May be because of age.
