Was this website penalised?

Hello guys, I'm been link building for my website for a few months now and I noticed a few websites which metrics (DA, DR, UR, etc) seem to look inviting, while the traffic is almost non-existent.

The first question which came into my mind was - is it banned? Well, After doing a few google searches it appears that the website is still being indexed, which confuses the hell out of me.

What do you think guys? Should I get links from such websites?

You can try google-ing the site with "keyword domain.com" and if it's not penalized it should pop up in first results. Also you can check its organic traffic and kw ranking with ahrefs or semrush. If it looks all good and is indexed, too, then I see no reason why not get a link from there
