Indeed, it seems that the Fiverr account is his.
His customers are clueless, only a few of them know what's going on:

High Quality Links? What a joke! All links are on junk websites WITHOUT anchor text and most aren't even links but merely the website URL written in text. This gig is completely useless and I would advise all of you not to use it. Message me if you want proof of the junk websites provided in report.

Its means its an hassle to even have a freaking paypal account in africa, as you said it doesnt mean shit if your in african or heaven, what a terrible sales line.

I don't know exactly because I'm not checking the Downloads section that much. There is indeed a member with the same username but he is inactive (he might be busy delivering all those high quality links on Fiverr).
