You can use DigitalOcean to create proxies, though they do not sell additional IP addresses so you can only use the 1 which comes with the VPS..

My recommendation is to look on Lowendbox.com for something with 1gb RAM (linux -- about $5/month for VPS) and order another 10 ipv4 addresses from them ($2 each additional address / month). There are a few steps to do to turn these into useable proxies which I am yet to do, but there are plenty of good guides out there.

If you just can't wrap your head around it you could hire a Linux network guy from Upwork to help set it up which is my back-up if I fail with it lol.
