Warez website url?

Hello guys

I'm looking at purchasing a domain anonymously and have noticed a lot of warez/illegal websites using .to extensions in place of .com extensions. Can I ask if there is any benefit of using these domain extensions? Surely the physical location (offshore) of the server is the only safeguard required (in addition to anonymity) to keep a website from being shut down.
