If you want a permanent account, the only way to do this is real views. That said real views can be purchased. If you hae checked out the Tubeg3 thread, you see that a lot of people get deleted for view spamming AND other things. If anyone is offering cheap views, beware - they are most likely using a 'bot' that will get you deleted or trying to manually change IPs which will get you deleted OR trying a cheap unreliable ad serv. network. which may provide real or fake traffic or a combination of it (pretending its all real) - and will get you deleted.
That said,
You also need to keep an acceptable ratio of comments to views, ratings to views and ratings to comments. And you want comparable channel ttraffic ALONG WITH REAL clicked views FROM AROUND THE WORLD on your video -
short of that, you risk video deletion and accout suspension.
