Assuming you mention a VPS in a specific country I think you don't need bulk accounts because you need proxy's to create those anyway.

So for the stuff you mention you might as well get a VPN service with an UK IP, this will be cheaper and also do what you want. Just clear cookies and LSO with ccleaner if you switch IP's.
