Twitter has stopped verifying for "random impersonations" the only ways to become verified are to be a verifiable celebrity and have yourself or management submit a copy of your ID and a letter of affidavit stating that you are the owner of the Twitter account. Second way is to be a person who advertises with Twitter in a large way, above the $10,000 per month level. Third way is not even a guaranteed way, however, is to set up a corporation and then you must fax copies or mail in copies of your articles of incorporation, a letter stating you are the company representative who runs that account and there have been some other users using your company name... what happens in the third case is that someone from Twitter will write or call you and try to sell you advertising and most likely not verify you.
