For live concurrent viewers? Impossible even on a 1G fiber line.
You need multiple VPS containers on separate backbones. Twitch tends not to count multiple viewers on the same C-class.

Twitch view bots are relatively simple to code if you are willing to put in the time.
Personally I coded one lastnight and with a few minutes of proxy scraping was able to boost a channel by 4,000 viewers. Next I'm gonna be adding chat functionality to it so it's less obvious it's a bot doing it and add support for things like following.
