Is there any site from where I can get fresh elite proxy? Certainly I am looking for free one.

The free ones are usually all or mostly PlanetLab/CoDeen, ports 3127, 3128, etc. You don't want to use those.

It's best to invest a little for good elite proxies. At least you'll know they're better quality and will work.
